The research undertook a qualitative research methodology. Two sets of groups were used for data collection: Group 1, City of Tshwane citizens, and Group 2, City of Tshwane officials. In Group 1, participants were randomly selected from three townships: Mamelodi, Soshanguve, and Atteridgeville. Data collection was conducted through semi-structured interviews, and thematic analysis was applied to identify recurring patterns and themes. The dataset includes the demographics of the citizens. Part 2 includes examples of co-production that the participants are aware of to assess the citizens' and officials' knowledge of co-production. Part 3 includes the challenges and opportunities of co-production, which the citizens and officials have experienced in the City of Tshwane IDP. This part assesses the citizens' experience of co-production implementation in the City of Tshwane.
