Data analysis for the development of an anti-corruption policy advocacy framework in Botswana
The qualitative datasets were employed to enhance the empirical analysis of a study entitled "Towards a policy advocacy framework for the co-production of anti-corruption reforms in Botswana". Data was gathered through semi-structured interviews with senior representatives from both state and non-state actors involved in combatting corruption, as well as through content analysis of relevant public documents. Discourse network analysis (DNA) was utilised to map the relational structures that contributed to the establishment of advocacy coalitions within the policy subsystem over a decade. Additionally, thematic analysis, facilitated by ATLAS.ti software, provided a framework for examining the critical factors that either support or hinder the implementation of anti-corruption efforts in Botswana.
The DNA identified four distinct advocacy coalitions: pro-DALA, anti-DALA, pro-disclosure, and anti-disclosure. These coalitions competed to influence the design of the Declaration of Assets and Liabilities Act before its enactment in 2019. Conversely, the thematic analysis highlighted three primary themes: interagency collaboration in anti-corruption efforts, the implementation of anti-corruption laws, and proposals to strengthen the anti-corruption policy and institutional framework.
